What steps will reproduce the problem?
1. Launch chrome, navigate to chrome://cache.
2. Click on any link and then Zoom to 90% and observe.

Actual Result: Separator lines get blur when zoomed to 90%.
Expected Result: Separator lines should not get blur when zoomed to 90%.

This is regression issue broken in ‘M-61’ and using the per-revision bisect providing the bisect results,
Good build: 61.0.3141.0(Revision: 482154)
Bad build: 61.0.3142.0(Revision: 482491)

Kindly refer the Bisect-info:

You are probably looking for a change made after 482232 (known good), but no later than 482233 (first known bad).
