Trying one more bisect, since the last one stopped in the middle and didn't seem to repro. +tdresser since this is more noise in first paint metrics, although only a few of these graphs dropped back down to normal levels like the bugs I am seeing from December/November did.

Do the perf bots attempt to merge duplicate bugs at all?  I think I've seen quite a lot of bugs filed for this one root cause...
