SW reporter interferes with Chrome uninstall

Issue description

I got (un)lucky and uninstalled per-user Chrome on a slow machine while the reporter tool was operating. Since it had handles open to various files in the (per-user) Chrome installation directory and my user data directory (which I asked Chrome to remove during uninstall), Chrome's uninstaller was unable to fully delete the directories it needed to.

Is it possible for the reporter's files to be in %TEMP% rather that somewhere in Chrome's dir? Alternatively, is it possible for Chrome to terminate it during handling of chrome.exe --uninstall (when the profile cleanup dialog is shown)? Perhaps there are other ways to handle it as well.

Do you know what files it was holding in the Chrome directory. I didn't think we should be holding anything there (unless we happen to be scanning one of those files).

For the user data directory though, since the reporter is downloaded as an omaha component, it is expected to live in the user data directory.

It should probably be fine to kill the reporter during uninstall in this case. If Chrome is uninstalled, the only information we could get from this reporter run is some reporter logs if the user was opted into SB and had UwS on their system (I would imagine that this is a small enough number of users to not be a major concern though).

It was something in the version directory, I think, although I've lost the state now.
