Disallow FrE pass for enrolled devices that receive error from DMServer

Issue description

Currently if DMServer responds with an error at state keys check, the device is allowed to move on at FrE check. Since currently we have the information in VPD that tells us if the device is enrolled, we should not pass for enrolled devices.
