Upgrade sys-fs/fuse to 2.9.7

Our sys-fs/fuse in chromiumos-overlay is outdated as no upgrade happened after the last upgrade (to 2.8.6) 6 years ago [1].
2.9.7 has been stable for a while on the upstream [2], which comes with a number of features and bug fixes [3].

fuse: Upgrade to 2.9.7

Use the upstream's latest stable ebuild.

This CL keeps the following local changes:

(fuse-2.9.3-kernel-types.patch is provided by the upstream.)
