Smart Lock won't Connect to Phone

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS aarch64 10032.75.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.116 Safari/537.36
Platform: 10032.75.0 (Official Build) stable-channel kevin

Steps to reproduce the problem:
1. Turn on Smart lock
2. Both samsung s8+ and Chromebook see each other and give pin.
3. Chromebook says can't connect and to retry, Phone says can't connect.

What is the expected behavior?
Should be able to connect for smart lock purposes.

What went wrong?
Unable to connect and use phone as smart lock for chromebook.

Did this work before? Yes 

Chrome version: 63.0.3239.116  Channel: n/a
OS Version: 10032.75.0
Flash Version: Shockwave Flash 28.0 r0

Worked before on old chromebook (asus) with an older phone (nexus 6p)

I've had issues with my asus chromebook flip c100pa and nexus 6
I have successfully set smart lock up, it worked for a few months, then it stopped detecting the phone, I couldn't set it up back again, so I did a factory reset on the chromebook. That didn't help. Then I tried resetting the phone which did help.
