OOBE: Buttons in dialogs are not in material design

Build: 10291.0.0, 65.0.3315.0 caroline

What steps will reproduce the problem?
(1) On OOBE screen, use 'Ctrl + Alt + h' keys to show Hangouts Meet confirmation dialog
(2) Observe the buttons 'Yes' and 'No'

What is the expected result?
Buttons should be in Material design

What happens instead?
Buttons have old UI. Attached screenshot.

Same issue observed on other dialogs as well (Ex: Device requisition dialog triggered with 'Ctrl + Shift + Alt + d' keys)
