Chrome/Context menu quickly disappears when opening it by Stylus

Chrome Version       : 64.0.3282.83
Platform             : 10176.43.0 - kevin

What steps will reproduce the problem?
(1)  open Chrome browser 
(2)  try to open Chrome menu by Stylus 
(3)  on google.com website or "new tab", try to open context menu by stylus. Then check the context menu

What is the expected result?
On step#2&3,  chrome menu and context menu should stay

What happens instead?
On step#2&3,  chrome menu and context menu quickly disappears.  Please see attached file.

Please provide any additional information below. Attach a screenshot if
possible.
Works fine in Chrome 63.0.3239.116/CrOS10032.75.0 - Kevin

@jkwang, can you look into this? It looks like the menu opens if you keep stylus within 1cm or so of the screen, but it closes if you lift up higher than 1cm. My guess is we end up sending both a touch and a pointer event, which toggle the menu open then closed.
