[HW Accel] Search/Tab bars replaced with Black Bar after dragging to secondary display

Issue description

Chrome Version       : 63.0.3239.132
OS Version: 10.0
URLs (if applicable) : N/A
Other browsers tested:
  Add OK or FAIL after other browsers where you have tested this issue:
     Safari:
    Firefox:
    IE/Edge: OK

What steps will reproduce the problem?
1. Open Chrome Browser on Primary or Secondary Display (Default Location)
2. Drag Browser to alternate Display

What is the expected result?
Chrome Window should not be distorted

What happens instead of that?
Search/Bookmark/Tab Bar is replaced by a black box

Please provide any additional information below. Attach a screenshot if
possible.

Issue only occurs with Chrome (HW Acceleration enabled), and no other application.  Also able to reproduce on Canary.  NVIDIA drivers are current (chrome://gpu attached).

Fault Recovery:
Issue can be recovered using several methods - 
1. Open another application (Snipping Tool was used, forcing the window to redraw)
2. Resize the Browser Window

Unable to reproduce the issue on reported chrome version 63.0.3239.132 and on the latest canary 65.0.3322.0 using windows 10 with the below mentioned steps.
1. Launched Chrome
2. Connected dual monitor
3. Dragged the browser from primary to secondary monitor.
We are able to see the dragged window with out any distortion. Attaching the screen cast of the same.

@Reporter: Could you please check the screen cast and let us know if we have missed any steps while reproducing the issue.

I have attached an example video, please note that this is the most minor example I have seen, as usually the top (and if applicable, download bar on the bottom) are solid black.

As per comment#5 tested the issue by enabling hardware acceleration, bookmark bar and downloads bar. Moved chrome browser from primary monitor to secondary and didn't observe any black bar. Attaching screencast for reference.

@Reporter: Could you please check the video and let us know if we miss anything. This would help in further triaging of the issue.

Hello,

I noticed that the issue seems to occur immediately following the snapping boundary between displays.  On a slow drag, the window will pause when approximately 50% of the window has transitioned to the secondary display; however, with a fast drag and no pause, it still occurs at the same point.  I apologize for the video quality yesterday, however it is possible to see the moment I am referring to in it.

Unable to reproduce this issue even on fast drag from one monitor to another. This might be specific to GPU. 

As this issue is not reproducible from TE end. Could someone from UI>Shell>MultipleMonitor team have a look at this issue

I am unable to repro this. I worked on a bug related to bookmark bar before: https://bugs.chromium.org/p/chromium/issues/detail?id=669321, but this seems to be different issue on search bar.

weidongg@ is a member of the UI>Shell>MultipleMonitor team, and he tried to repro in #12 but was unable to.

This bug seems like a WontFix to me unless there are reliable repro steps.
