Steps to reproduce the problem:
1. Have Chrome running with a former version, having it be aware of a new version available and waiting for a restart
2. Click on a web link on Outlook mail client

What is the expected behavior?
The clicked link open a new Chrome windows and load the page

What went wrong?
The clicked link open a new Chrome windows but it stays on a blank page with no URL

Applying the Chrome update by restarting it corrects the issue.
This bug is here for a few versions already
