Cros splitscreen - Minimize/Close one snapped window will end the splitscreen mode

Stemmed from Issue 799311#2, per suggestions from Ben, we should end the splitscreen mode if one of the snapped windows are minimized/closed.

In speaking with Omri, I think we've had a change of heart. Working on an update to the original splitscreen proposal that describes our current plan. Will update the bug when I have it.
