[root layer scrolls] browser test failures, etc

Issue description

This is the master tracking bug for all RLS-correlated test failures outside of Blink (i.e., not layout tests or webkit_unit_tests).

All the bots are green on http://crrev.com/c/857902 except for:

- win7_chromium_rel_ng has a couple of layout test failures missed by the last flag expectations update (probably flaky)

- linux_chromium_rel_ng is failing the site_per_process_webkit_layout_tests step because the additional-driver-flag.setting file prevents the test runner from consulting FlagExpectations/site-per-process

All steps not related to layout tests are green.  I did notice telemetry_perf_unittests is pretty flaky on android_n5x_swarming_rel, but I think it was flaky without RLS too.
