Arc app window doesn't show correctly in overview window grid |

Issue descriptionChrome Version: 65.0.3316.0 OS: Chrome What steps will reproduce the problem? (1) In laptop/tablet mode, open an Arc app window (2) Minimize the Arc app window and then maximize it (3) Press F5 (if in laptop mode) or overview button (if in tablet mode) to enter into overview mode What is the expected result? The Arc app window should display correctly in overview mode What happens instead? It doesn't show up correctly in overview mode, see screenshot

Btw: With https://chromium-review.googlesource.com/942090 in place, this issue can no longer be seen. But I think the underlying issue is still in Issue 817509.
