background-clip:content-box in td does not behave correctly

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.132 Safari/537.36

Example URL:

Steps to reproduce the problem:
1. Look at the pen in chrome (and others browsers)

What is the expected behavior?
1) background-clip: content-box
(table td only) The background affects the text space.

2) background-clip: text.
(div/table td) The background affects the content.

What went wrong?
1) background-clip: content-box.
(table td only) The background should affect the content space.

2) background-clip: text.
(div/table td) The background should affect the text only.

Does it occur on multiple sites: Yes

Is it a problem with a plugin? No 

Did this work before? No 

Does this work in other browsers? Yes

Chrome version: 63.0.3239.132  Channel: stable
OS Version: 10.0

Checked the issue on reported chrome version 63.0.3239.132 and on the latest canary 65.0.3315.0 using windows 10  with the below mentioned steps.
1. Launched chrome
2. Navigated to https://codepen.io/anon/pen/zpRJXZ
Attaching the Screen shot of the result.

Able to reproduce this issue on Mac 10.12.6, win-10 and ubuntu 14.04 using chrome reported version #63.0.3239.132 and latest canary #65.0.3317.0. 
This is a non-regression issue as it is observed from M50 old builds. 
Hence, marking it as untriaged to get more inputs from dev team.

The 'text' value is currently only supported in the prefixed version of the property (-webkit-background-clip), so that would explain that part.
