What steps will reproduce the problem?
(1) Enter into tablet mode
(2) Open an N-freeResized Arc app, for example, Play Store
(3) Return to laptop mode
(4) Try to resize the Arc app by moving the mouse over the edge of the app. The resize shadow appear

What is the expected result?
The resize shadow appears and the app can be resized upon dragging.

What happens instead?
The resize shadow appears but the app can't be resized upon dragging.
