Issue descriptionChrome Version : 65.0.3315.0 OS Version: 10290.0.0 URLs (if applicable) : What steps will reproduce the problem? 1. Start spit screen mode 2. Open Chrome in one side of the screen 3. Try to select a tab from a tab-strip and move it to the opposite side of split screen What is the expected result? Tab can be ripped out and moved over to opposite side of the screen. What happens instead of that? Tabs can't be moved out of browser window in split-screen mode at all. In addition to that, tabs move can't be used to create split-screen view when in touch-view mode. Please provide any additional information below. Attach a screenshot if possible.

I'm extremely in favor. We discussed it with Chrome team, haven't finalized anything yet. That being said, I wouldn't put it as a blocker for M65 considering other items. Ben, any thoughts?

Yes! I think we've all wanted this for some time. We talked about an MVP where the visuals are just the dragged tab, but that might not be much simpler than dragging the tab content like we do outside of tablet mode. Either way we'll need a treatment to indicate which side of the split the tab will land in.
