Net.QuicClock.SkewOffset histogram is not mapped in histograms.xml.

It's currently the largest unmapped histogram.

Please document this histogram in histograms.xml and consider also removing it from the code, given that its likely never been used since it doesn't exist in the XML file. Thanks!
