Can't log in to console after booting from USB

Issue description

Chrome OS Version: master (R65-10293)
OS: Chrome OS

What steps will reproduce the problem?
(1) Build a new image from master
(2) Flash to a USB drive
(3) Boot from USB (Ctrl + U)
(4) After booting up, switch to console (Ctrl + Alt + ->)
(5) Enter username "root"

What is the expected result?

I can type in a password / get a console without a password.

What happens instead?

After entering username and pressing enter, it hangs for a few seconds, then (probably) crashes and restarts the terminal, it waits for the username again.

This happens for 3 people in our team, on different devices (cyan, caroline, hana, reks, lars), and blocks us from testing Chrome OS images built by us.

As a workaround, I was able to convert the image to a recovery image, and flash that.
I just built ToT (sources synced an hour ago) and am able to log in as root/test0000 after booting. I definitely had the login problem before. What's the chances it was *just* fixed?
Status: Fixed (was: Untriaged)
It works for me too now, it got fixed sometime between yesterday 10:53 and 17:00 UTC.
