Non-Regression : Delay is seen to open 'Google Privacy Policy' overlay in in 'Google Play Terms of Service' page

What steps will reproduce the problem?
(1)Sign into user -> Open Play store 
(2)In 'Google Play Terms of Service' page -> Click on 'Google Privacy Policy' link and observe delay is seen i.e. for few seconds blank window is seen
(Please refer video and Screenshot)

Expected: No delay should be seen on opening 'Google Privacy Policy' overlay
Actual: Instead delay is seen i.e. blank window is seen for few seconds after clicking on 'Google Privacy Policy' link

This is Non-Regression issue seen from M-55

@khmel : Please confirm the issue

Note : Issue is seen on latest  M-65 also

I tested in OptIn page and loaded in separate webpage. In both cases loading time was about the same. This is more generic performance question.

This is web loading, I see the same delay loading page via Chrome: https://www.google.com/policies/privacy/
Could you please compare that?

This looks bad still.  Should we have some kind of loading indicator so it doesn't look like a failure?
