Regression : 'IP address' and 'IPv6 address' details are seen same under 'Configure IP address automatically' after reconnecting to network in chrome://settings

Issue description

Chrome Version:  63.0.3239.140/10032.86.0 Stable channel Candy,Reks,Daisy
OS: Chrome

What steps will reproduce the problem?
(1)Sign into User -> Go to chrome://settings page
(2)Now at 'Network' section click on Wi-Fi -> select Connected Wi-Fi network -> click on 'Network' -> so that 'IP address','Routing prefix','Gateway' & 'IPv6 address' details are seen at 'Configure IP address automatically'
(3)Click on 'DISCONNECT' ->Now 'CONNECT'   and observe under 'Configure IP address automatically' option  'IP address' and  'IPv6 address'  details are same i.e.   'IP address' value is seen at   'IPv6 address'
 (Please refer video and screenshot)

Expected: 
'IPv6 address' details should be seen after reconnecting to network 
i.e. after immediately connecting to network no value should be seen or 'IPv6 address' details should be seen

Actual: Instead 'IP address' details is seen at 'IPv6 address' details
 
This is Regression issue as same is working fine in M-60 old chrome://settings i.e. No value is seen at 'IPv6 address' details after reconnecting to network and IPv6 details is seen after few seconds

@stevenjb : Please confirm the issue

Note : Issue is seen on M-61,M-62 and on latest  M-65 also i.e.
Good Build : M-60
Bad Build : M-61

We do not send a notification that the active network changed when the IP configs are updated so the UI does not refresh itself. Clicking 'refresh will work around this issue in the short term.

This does not seem high enough priority to merge to 63 or to 64 but I will fix it for 65

Network Settings: Show correct IPv6 address when loaded

This also shows 'Loading...' while the IPv6 address loads.
