Image with opacity in container with flex center and odd width has 1px cutoff

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_2) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.132 Safari/537.36

Steps to reproduce the problem:
1. Re-create the HTML/CSS: https://codepen.io/jackocnr/pen/opEYZQ
2. View the rendered result
3. 

What is the expected behavior?
Image renders correctly

What went wrong?
Image is cut off by 1px on the right

Did this work before? N/A 

Does this work in other browsers? Yes

Chrome version: 63.0.3239.132  Channel: stable
OS Version: OS X 10.13.2
Flash Version: 

Tested on Chrome on retina screen (macbook pro). Works fine on Firefox and Safari.

I was able to confirm that this occurs on Chrome 64.0.3282.71 and Chrome Canary 65.0.3316.0 on my Macbook pro.

It did not occur on Chrome 63.0.3239.132 on Linux, or on Chrome 63.0.3239.132 or Chrome Canary 65.0.3316.2 on Windows.

Requesting a bisect to check if this is a regression.

Able to reproduce this issue on reported version 63.0.3239.132 and on latest canary 65.0.3116.0 using Mac 10.13.1 Macbook Pro.

Issue is not seen in Macbook Air, Ubuntu 14.04 , Windows 10 

Good Build: 62.0.3176.0
Bad Build: 62.0.3177.0

You are probably looking for a change made after 491914 (known good), but no later than 491915 (first known bad).

chrishtr: can you triage?

This looks like the CompositingDisplayitem bounds are incorrect (maybe on retina only?) and so they are clipping the image.  These bounds are coming from paint code.
