Unnecessary undo button is enabled in context menu of name/url field.

Chrome Version:65.0.3315.4 (Official Build)Revision f9677678abcb81cc8c22c4a489c5d7170e87cc9a-refs/branch-heads/3315@{#5} (32/64-bit)
OS: Win(7,8,8.1,10),Mac(10.12.6,10.13.3,10.13.1), Linux(14.04 LTS) 

What steps will reproduce the problem?
(1)Launch chrome and bookmark any webpage 
(2)Click on 'edit' button, right click on name or url field click on undo 
(3)Again right click on filed and observe the context menu

Actual: Unnecessary undo button is enabled in context menu of name/url field.

Expected: Undo button should remain disabled in context menu of name/url field.

This is a Non-regression issue seen from 'M50' series i.e 50.0.2625.0
