"Utility: Windows Utilities" process 100% CPU usage

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.3; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3315.0 Safari/537.36

Steps to reproduce the problem:
Actually I do not know how to reproduce it. Chrome just sporadically spawns new process. 

What is the expected behavior?

What went wrong?
"Utility: Windows Utilities" process consumes CPU at 100%

Did this work before? N/A 

Chrome version: 65.0.3315.0  Channel: n/a
OS Version: 6.3
Flash Version: 

Following is a command line of that process:

"...\chrome-win32\chrome.exe" --type=utility --field-trial-handle=1492,14536991658458675487,15123086131659145668,131072 --lang=en-US --no-sandbox --service-request-channel-token=B495C24BC969E6003FD03362DFD355F2 --mojo-platform-channel-handle=3028 /prefetch:8

This process has just one thread. Following is callstack:

No, I do not see it anymore. It seems issue is fixed.
