Steps to reproduce:
1. Launch chrome and open a NTP
2. Load nytimes.com and wait until the page loads completely
3. Open a new tab page (if nytimes icon is not displayed open another tab page)
4. Go to today's view notice both nytimes(top site) and other popular sites are displayed
5. Open a new tab page and load washingtonpost.com (wait until the page loads completely)
6. Repeat step3
7. Go to today’s view

Observed results:
Notice only the washingtonpost.com webpage tile is displayed and rest of the other tiles are not displayed.

Note: if washingtonpost tile is removed from NTP, open new tab and go to today's view then all tiles will be displayed.

Expected results:
Today view suggested site should display all tiles that are displayed in NTP
