Could you please provide a net-export log? Instructions: https://dev.chromium.org/for-testers/providing-network-details

(Labeling this SSL instead of Certificates, because we have a handshake error, but I certainly could be wrong)

Tested on SM-J710 Android 7.0.0 Build/NRD90M using Chrome #63.0.3239.132 and not able to reproduce the issue by following the below steps:

1. Launched the Chrome browser.
2. Navigate to the URL: https://m.daum.net/
3. Page gets loaded properly and able to access the website.

shivam.t@ -- Could you please provide the device details where the issue is reproduced. It would help us in reproducing and triaging the issue.

Note: Upon analyzing the logs of above steps and device, handshake is not observed.

Thanks in advance!
C#3: Issue is also not observed on Canary #65.0.3316.0

Just one correction in the reproduction steps,
*Please use any 3rd party party browser using Webview (Ex. Naver or Daum app.)
Instead of Chrome browser.
Rest of the steps are same.
Regarding this SSL handshake fail issue, we got almost over 15 PLM issues.

It looks very critical to MPTCP user in market.

and it looks not happening specific application.

becasue Market User is reporting that it is happening all application when they use network.

I think they have to consider MPTCP and Proxy system.

MPTCP is the techology that use both LTE and WIFI simutaniously.

Typically, LTE is default interface, and WIFI will be used as secondary interface

Plus, for this solution , MPTCP is using KT proxy server.

I am sharing some information with you, which may help to catch the bug.

1. When problem is happening , USER feels delaying data , seeing error page in Browser.

2. we could not find this issue, O and M os. It is happening only N latest version. (check our attachment file )

3. we found reproduce path.

It is happening when MPTCP (LTE + Wifi) is on and when we move in/out of WIFI coverage area. During this time,

if we open new session by closing browser from recent tabs and opening again, we always observed delay in opening session.

4. in issue case, we can see below log

   1) 12-07 22:07:35.984 4347 4347 I wpa_supplicant: wlan0: WPA: 4-Way Handshake failed - pre-shared key may be incorrect id=4
