What steps will reproduce the problem?
(1) Start Chromebook without a logged in user
(2) Try to click on "Add User"

What is the expected result?
I get to add a user

What happens instead?
Nothing happens

None of the buttons in that region appear to work (i.e. Shutdown, Browse as Guest, or Add User)
