Create vr test web page that does not provide frames

It would be useful to have a webpage that uses VR but does not provide frames in order to test the UI that is shown in this event.

We may want additional modes, such as providing a single frame then nothing and providing frames very slowly. Maybe we can use a query parameter - FPS or something like that where we use 0 and/or negative values for special cases.
