ChromeOS Won't Boot

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.84 Safari/537.36
Platform: 10176.22.0 (Official Build) beta-channel candy

Steps to reproduce the problem:
1. Update to 64.0.3282.41
2. Restart Chromebook

What is the expected behavior?
Chromebook would reboot

What went wrong?
The chromebook gets stuck on the white chrome boot screen and won't move beyond it. The only way to recover the chromebook is with a USB image in recovery. This has now happened with 3 of our devices (Dell Chromebook 11's).

Did this work before? N/A 

Chrome version: 64.0.3282.41  Channel: beta
OS Version: Google_Candy.5216.310.57
Flash Version: Shockwave Flash 28.0.0.133

This is an intermittent problem which seems to happen after the  software update.

dchan@ have either of you seen any other reports of this?  This is from a school that was piloting a new feature using 64 beta. As soon as they updated to 64 beta, the device stopped fully booting.  Obviously this should block 64 if it is happening more widely so wanted to check with you.

we should be @67 by now, I assume this is no longer a problem ?
