App focus on notify click does not work with multiple monitors

Reported by rsig...@gmail.com, Jan 8 2018

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 10176.22.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/64.0.3282.41 Safari/537.36
Platform: 10176.22.0 (Official Build) beta-channel eve

Steps to reproduce the problem:
1. Connect an external monitor
2. Receive an app notify (such as a new email or IM)
3. Click on notify box; nothing happens

What is the expected behavior?
Focus should move to app related to notify and/or app should open.

What went wrong?
This functionality works fine without an external monitor attached. Attaching a second monitor seems to suppress click action.

Did this work before? No

Chrome version: 64.0.3282.41 Channel: beta
OS Version: 10176.22.0
Flash Version: Shockwave Flash 28.0 r0

Sorry for late. We had several issues on multi-monitor. But I believe this is already fixed in the latest Chrome OS. Could you check again on the latest version?

Please feel free to add comment if you still see the issue or have any feedback. Thanks.
