FYI, the "failures" are two newly introduced manual tests.

'manual' tests should get added to NeverFixTests apparently.

So we just need to move the entries over.

FileAPI: Move newly imported WPT manual tests to NeverFixTests

The importer added these to TestExpectations, but we list manual tests
in NeverFixTests instead.
