The first candidate of URL completion is overwritten by the current url

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_2) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.132 Safari/537.36

Steps to reproduce the problem:
1. Open a url in a new tab (https://www.amazon.co.jp for example)
2. Focus to the omnibox and type instantly some text to move to another site (gi for example so that I expect it to suggest https://github.com).
3. The completion fails, the previous url is suggested as the first candidate (it suggests https://www.amazon.co.jp instead of https://github.com).
4. Typing enter reloads the current url.

What is the expected behavior?
Completion with the current url does not overwrite the candidates if some text is already typed. When enter key is pressed it navigates to the new url.

What went wrong?
The completion candidates for the current url is displayed even if the completion for user input is already finished. When try to open a new url with completion, it just reloads with the current url instead of opens a new url.
I suspect there're two completions; the one suggests candidates for the current url and the one suggests for user input. The problem appears to happen when the former completed after the latter.

Did this work before? Yes Maybe a year ago. (sorry I don't remember)

By `I don't remember` I mean I don't remember the version of the browser working well, I'm sure it worked well a year ago at least.

Unable to reproduce the issue on chrome reported version 63.0.3239.132 and latest canary 65.0.3316.0 with steps mentioned below:
1) Launched chrome reported version and navigated to https://www.amazon.co.jp
2) Focused to the omnibox and typed instantly some text(for example "gi") to move to another site
3) "https://github.com" suggested as the first candidate, pressed enter got navigated to "https://github.com"

Please find the attached screencast for your reference and let us know if we missed any steps in reproducing this issue, please try to test this issue by creating new person which don't have apps and extensions in it.

I couldn't reproduce the problem with clean profile on Chrome and Chromium neither.
This issue can be closed.

I look into the source code of autocomplete providers these days but it will take more time
for me to find out which provider causes the asynchronous completions over the current candidates. Thank you.
