Regression : Delay is seen to display "Network not available" page in Sign-in Screen

Issue description

Chrome Version:  64.0.3282.79/10176.41.0  beta-channel Daisy,Kip and Reks 
OS: Chrome

What steps will reproduce the problem?
(1)Recover build -> In Sign-in screen enter Email Id -> Now at Uber Tray turn-off WI-FI 
(2)Now observe delay is seen to display "Network not available" page 
(Please refer video)

Expected: No Delay should be seen to display "Network not available" page i.e. page should be seen immediately  after turning off Wi-Fi 

Actual: Instead delay is seen to display "Network not available" page 

This is Regression Issue as same is working fine in M-60 

@wzang : Please confirm the Issue

Note : Issue is seen on latest M-65 also

@wzang :Issue is still repro on latest M-66 i.e. on 66.0.3329.0/10358.0.0 dev-channel Reks

Repro steps:
(1)Recover build -> In Sign-in screen(For First user) enter Email Id -> Now at Uber Tray turn-off WI-FI 
(2)Now observe delay is seen to display "Network not available" page i.e. offline page should be seen immediately after turning off Wi-Fi
