Non-Regression : Tab Focus is seen missing on 'Show in folder' option in Notifications

Issue description

Chrome Version:  64.0.3282.79/ 10176.41.0  beta-channel Daisy,Kip and Reks 
OS: Chrome

What steps will reproduce the problem?
(1)Sign into User -> Press 'Ctrl+F5(Overview Mode Button)' for screenshot or Download any Image
(2)Now wait until Notification gets closed -> Again click on Notification Icon
-> press 'Tab' button and observe Focus traversal (Focus starts from Notification -> 'Expand/Collapse' Icon -> 'Close' Icon)i.e. after focus is on 'Close' icon and on Next 'Tab' focus moves to 'COPY TO CLIPBOARD' 
(3)Observe Tab Focus is not seen on 'Show in folder' option[As 'Show in folder' option is clickable , tab focus should be seen]
(Please refer Video)

Expected:  'Tab' focus should be seen on 'Show in folder' option as it is clickable
Actual: Instead Tab Focus is seen missing on 'Show in folder' option

This is Non-Regression Issue seen from M-55

@Yoshiki: Please confirm the behavior

Note : Issue is seen on latest M-65 also

This is intended. "Show in folder" is describing about the default action of the notification. You can invoke this action by pressing space when chrome focuses the entire notification.
