What steps will reproduce the problem?
(1)Sign into user ->Open Play store -> 'Google Play Terms of Service' window is seen -> click on 'Agree' button
(2)Now in 'Google terms of service overlay' -> Hover mouse on 'Accept' or 'Decline' option and observe grey focus is seen
(3)Now press 'Tab' button until focus is on 'Accept' or 'Decline' option and observe hovered focus is also seen

Expected: After pressing 'Tab' button hovered focus should not be seen
Actual: Instead two focuses are seen i.e. Tab focus and Mouse focus

This is Regression Issue as same is working fine in M-60 i.e. On hovering no focus is seen on options

@khmel : Please confirm the Issue

Note : Issue is seen on latest M-65 also
