Regression: Close button is not clickable in Sign-in to an existing user overlay

Issue description

Chrome Version: 64.0.3282.79/ 10176.41.0  beta-channel Daisy,Kip and Reks 
OS: Chrome OS

What steps will reproduce the problem?
(1)Recover build>> COnnect to a Netowrk>> In Sign in overlay, Disconnect the WiFi 
(2)Then in Network not available overlay, Click on Sign-in to existing user>>Give some email id >> Click on Next>> then, click on Forgot password and observe

Expected: Close button should be clickable
Actual: Close button is not clickable (Refer video)

This is a Regression issue as same is working fine in M60.

NOTE: Issue is also seen in M61.

@Wzang: Please confirm the issue
