"%2E" encoding instead of "." on https://support.google.com/a/answer/33327 for non en languages

Issue description

Chrome Version       : <Version 63.0.3239.132 (Official Build) (64-bit)
URL : https://support.google.com/a/answer/33327?hl=pl (es,it) - it works ok for en
Behavior in Safari 4.x/5.x: %2E is properly encoded as . 
Behavior in Firefox 3.x/4.x: %2E is properly encoded as . 

What steps will reproduce the problem?
(1) Open the webpage https://support.google.com/a/answer/33327?hl=pl
(2) look for string "Każdemu użytkownikowi możesz utworzyć do 30 aliasów.

Zaloguj się w Konsola administracyjna Google.
Zaloguj się na konto administratora, a nie bieżące konto *username*%2E"
(3) The string ends with %2E in chrome instead of .

Able to reproduce this issue on with given URL in comment#0 on reported version 63.0.3239.132 , on latest canary 65.0.3116.0 using Windows 10, Mac 10.13.1 and Ubuntu 14.04

Observations:1. If user is signed in able to see "%2E" else if user in not signed in we are seeing "."
2. Issue is seen in Firefox as well.

Issue is seen from M50[50.0.2661.0]. Hence considering this issue as Non-Regression and marking as Untriaged.
