Pre-condition: Enabled 'Enable Material Design extensions' flag from chrome://flags.

Steps to reproduce:
1.Launch Chrome ,navigate to chrome://extensions and click on developer mode slider.
2.Now press tab key until focus reaches to inspect views link(i.e background page link) and observe(refer attached screen cast).

Actual Result: Focus chopped is seen on chrome//extension while pressing tab key.
Expected Result: Chopped Focus should not be seen while pressing tab key on chrome//extension.

This is a regression issue, broken in M-65 series, Using the per-revision bisect providing the bisect results,

Good Build:65.0.3285.0 (Revision : 521572)
Bad Build:65.0.3286.0  (Revision : 521956)

You are probably looking for a change made after 521600 (known good), but no later than 521601 (first known bad).

NOTE: Above issue is not reproducible on windows(7,8.1,10) and Linux(14.04 LTS) OS.
