Label attribute for <option> element is ignored in quirks mode

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_2) AppleWebKit/604.4.7 (KHTML, like Gecko) Version/11.0.2 Safari/604.4.7

Steps to reproduce the problem:
1. Open the reduced test case
2. 
3. 

What is the expected behavior?
The <select> should show "PASS", the value of the label attribute.

What went wrong?
The <select>shows "FAIL", the value of the text content.

Did this work before? No 

Does this work in other browsers? Yes

Status: WontFix (was: Unconfirmed)
Both of Firefox Nightly and Safari TP show "FAIL".
We shouldn't change the behavior to keep interoperability.

I filed a bug for Safari that I can't link to.

EdgeHTML does this according to the spec [https://html.spec.whatwg.org/multipage/form-elements.html#attr-option-label].

There's also this WHATWG issue [https://github.com/whatwg/html/issues/2988].
