"Shut down", "Browse as Guest" and "Add Person" buttons are unresponsive in linux_chromeos

Issue description

Chrome Version: 65 (r527558)
OS: Chrome OS (linux_chromeos debug build)

What steps will reproduce the problem?
(1) Build the "fake" ChromeOS in Linux by building chrome with target_os = "chromeos" gn arg.
(2) Run chrome --login-manager.
(3) Go through the first-run experience if not already done so, then close and run again.
(4) Click "Shut down", "Browse as Guest" and "Add Person".

What is the expected result?
These buttons have the intended effect.

What happens instead?
None of these buttons are responsive. They don't register any click signals (such as an animation).

Note: This only affects the Linux emulator for Chrome OS, not the real machine. (Unless it does and it just hasn't caught up to Canary yet.)

I believe  crbug.com/799836  tracks this issue as I was able to reproduce it on-device yesterday (and found these issues when looking to file a bug about it)

Feel free to reopen if this is actually independent.
