Voiceinput&HW&Emoji fails to start after special steps

REPRO STEPS:
1.Switch to any Floating keyboard
2.Open opt-in menu, and click Voiceinput icon
3.Stop Voiceinput
4.Open opt-in menu, click Voice icon again

Actual:
Voiceinput layout does not start

Similar issues also repro for Emoji&HW from opt-in menu
