HW notification window align not center ,overlap right icon in hw panel

Issue description

Chrome OS Version: Version 65.0.3314.0 dev 32-bit
Chrome OS Platform: 10288.0.0 Official build dev-channel kevin
Google_kevin.8785.220.0


Steps To Reproduce:
1. Switch to any layout
2. Go to hw panel

Actual:
HW notification window will overlap right icon in hw panel
refers to attache screenshot

Note:
1.This issue repro in all layouts
2.Only in floating keyboard, open hw panel ,also repro
