Sign in to Chrome popup should have an option to never show again

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3313.0 Safari/537.36

Steps to reproduce the problem:
1. Open Chrome Canary.
2. Close the Sign in to Chrome popup because you don't want to sign in to Chrome.
3. Close Chrome Canary.
4. Reopen Chrome Canary, and get the Sign in to Chrome popup again.

What is the expected behavior?
The Sign in to Chrome popup has an option to "Don't show this again".

What went wrong?
The Sign in to Chrome popup has no option to not show the popup again, so you get prompted each time you launch Chrome to sign in to Chrome even if you don't want to.

Did this work before? No 

Chrome version: 65.0.3313.0  Channel: canary
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: 

Nevertheless, this is better than what is currently done on stable channel, where a new tab is suddenly and obtrusively opened out of the blue a few seconds after you start typing into the omnibox just to prompt you to do something you don't want to do. With this, it shows up as soon as the browser loads, so it doesn't interrupt omnibox typing.

Reporter@ Thanks for the issue.

Tested this issue on Windows 10 and Mac OS 10.12.6 on the latest Canary 65.0.3323.0 and Stable 63.0.3239.132 and unable to reproduce the issue by following the steps mentioned in the original comment.

On launching Chrome, cannot see any popup to Sign in to Chrome. On closing and reopening Chrome as well cannot observe any sign in pop up.
Request you to please provide a screen cast of the issue which will help in better understanding of the issue.

Also request you to please retry the issue on a new chrome profile without any flags/extensions and update the thread with the observations.

I'm not getting any Sign in to Chrome popup anymore on Chrome canary 65.0.3323.0, though that might be because I have already had Chrome canary installed long enough without signing into it?

Chrome Canary now uses chrome://welcome immediately after launching, so this issue can be a WontFix.
