Two popups are displayed in one screen place

Steps to reproduce the problem:
1. open web page in Polish language (it must be displayed popup with question if Polish or English translation should be used) recognized by mobile-friendly view (it must be displayed popup for showing mobile-friendly view)

What is the expected behavior?
Both popups are displayed in the screen

What went wrong?
One popup is covering another one, in the example telix.pl article

Did this work before? No 

Chrome version: 63.0.3239.111  Channel: stable

Tested the issue in Android and able to reproduce the issue. Similar behavior is observed since Chrome #59.0.3030.0

Steps Followed:
1. Launched the Chrome Browser.
2. Navigate to the URL: http://www.telix.pl/artykul/ces-2018--sony-xperia-xa2-ultra-smartfon-z-aparatem-dual-selfie-3,83247.html
3. Observed that Translation popup and Mobile Friendly pop-up overlap each other.

Chrome versions tested:
59.0.3030.0, 63.0.3239.111(Stable), 65.0.3311.0(Canary)

OS:
Android 8

Android Devices:
Pixel 2 

This seems to be a Non-Regression issue as same behavior is seen since M59. Untriaged for further input's on this issue.
