Arrow key should work visually in vertical writing mode

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.84 Safari/537.36 Steps to reproduce the problem: 1. Create HTML tag with attribute "contenteditable" 2. set CSS "writing-mode:vertical-rl;" for contenteditable tag 3. Enter a long enough paragraph text (must break over one line in) 4. Try to move the caret position by arrow keys, then the position it's stuck, or appear double or triple caret. And moreover, can move in the same direction with arrow key when verticle writing.(Firefox works great) What went wrong?
