Bookmark directory editor sheet scrolls like a map - doesn't lock to horizontal/vertical direction

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.132 Safari/537.36

Steps to reproduce the problem:
1.  Have many directories for bookmarks
2. Visit a page that isn't bookmarked yet and press cmd+D, then hit the Edit button
3. Scroll diagonally (with a touchpad/trackpad)

What is the expected behavior?
As any scrollable area with text, scrolling should be restricted to horizontal/vertical based on initial movement. See for example Finder, or Chromium's own webpage view area.

What went wrong?
The bookmark directory tree scrolls like a map - no restriction on diagonal movement.

I can reproduce it in Chrome 63 Stable and Chrome 65 Canary.
