Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.132 Safari/537.36 Steps to reproduce the problem: 1. Have many directories for bookmarks 2. Visit a page that isn't bookmarked yet and press cmd+D, then hit the Edit button 3. Scroll diagonally (with a touchpad/trackpad) What is the expected behavior? As any scrollable area with text, scrolling should be restricted to horizontal/vertical based on initial movement. See for example Finder, or Chromium's own webpage view area. What went wrong? The bookmark directory tree scrolls like a map - no restriction on diagonal movement. Did this work before? N/A Chrome version: 63.0.3239.132 Channel: stable OS Version: OS X 10.12.6 Flash Version:

I can reproduce it in Chrome 63 Stable and Chrome 65 Canary.
