Return generic url when build is SCHEDULED |

Issue descriptionWhen querying buildbucket, json objects representing STARTED builds have a 'url' key which links to their build. Is it possible for SCHEDULED builds to also have a 'url' key, which links to the builder which will process the job? I think the answer is 'no', because buildbucket doesn't know who is going to pick up the build until it is actually leased, but just in case, that would be cool.

This is low priority. If it were easy, it would be nice to have it in order to resolve issue 787138 while we wait for the full switchover. But if the answer is "sorry, not feasible", then just close this and I'll close 787138 as WontFix as well.

not feasible actually. A non-yet-started build in Buildbot does not even have a build number, so we cannot refer to it. |
