[TTS] Second tap to select pins dismisses the overlay panel

Looks like there's a recent regression when a second tap is done on a tap-selection: it used to show the pins and keep the panel open, but now the panel is closing (on Dev and Canary, not yet on Beta).

Status: WontFix (was: Assigned)
Doh - this was smart selection on my O device.
Need to keep this flag on: --disable_suppress_for_smart_selection
We have a test for this, so we're good.
