Wifi does not reconnect on login

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 10032.75.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.116 Safari/537.36
Platform: 10032.75.0 (Official Build) stable-channel eve

Steps to reproduce the problem:
1. Log out of Pixelbook
2. Log in to Pixelbook
3. No wifi

What is the expected behavior?

What went wrong?
Wifi does not reconnect until it refreshes in Network > Wi-Fi a couple times, which can be a minute or two. This happens on most logins. Other computers in the home and Pixel 2 XL login quickly, as expected.

Did this work before? No 

Chrome version: 63.0.3239.116  Channel: n/a
OS Version: 10032.75.0
Flash Version: 28.0.0.126 

This issue existed in 62.x as well. This is a 3 day old Pixelbook i5.
