Assets Component: Move controller model into component |

Issue descriptionMove the controller model assets files from https://cs.chromium.org/chromium/src/chrome/browser/resources/vr_shell/ into the assets component. For this, we need a fallback (see Issue 799606 ). The controller model assets amount to ~60k. Moving them into the component should reduce APK size by a similar amount.

Turns out that the procedural controller is a viable option to completely replace the mesh. Thus, no need to move the mesh into the component.
