VR omnibox: Hovering on suggestions persists when reticle moves off horizontally

It appears that the effective size of the suggestion items extends outside the suggestion list.

It looks like there might be an element sizing bug, or a linear layout bug.

To repro, hover on a suggestion, then hover off either side edge.  The suggestion will stay highlighted until the reticle moves a significant distance away from the suggestion.

I mentioned this to Ian.  He investigated, found that it's a problem with button hover hysteresis, and fixed it here:

Added new testcase "Suggestion reticle transitions" to the "VR Browsing: Omnibox text entry manual test plan".  The new testcase covers moving reticle between suggestions and outside suggestions to ensure that suggestions are highlighted appropriate and the clicks outside suggestions perform no actions.

This also covers the White space above the first suggestions and the space between the last suggestion and the omnibox.
